HOUSING REGISTRATION/BILLING NOTIFICATIONS

Millville Ordinance 11-81A requires you to register and have all rental units inspected annually.  No fee is required for the Owner and the Immediate Family Occupied Units, but the unit(s) must be registered.  All multi-units that are occupied by the Owner or Immediate Family are to be inspected. (Exempt from Inspections is the Single Family Detached Units that are Immediate Family Occupied)                                                                                                                                         

Applicable fees are as follows:

July 1, 2007 though June 30, 2008 (Housing Registration Fiscal Year)

The fee for the Annual Rental Registration will be $75.00 per unit.

The registration fee is due between July 1st and August 31st of that Fiscal Year.

All registrations done on September 1st and after, during the fiscal year, will have a $25.00 late fee charge.

In completing the Housing Registration Form, please provide all the information for each property address.  If you reside outside of Cumberland County, an In-County Agent must be named for emergency purposes.  A copy of the form is enclosed as a guide for you.  You must provide this office with the names and ages of all occupants in the unit(s) at the time of registration.  There are forms in the back of the Residential Rental Booklet that will need to be completed and returned to this office.  If more Booklets are needed, you may pick them up at any time during business hours.  This is your responsibility as a landlord to provide this information to us.

Rental Registration Form

We will assign a date and time for your Annual Inspection(s).  Check your pink copy for that date (it is located under the “Registration Number”, on the left hand side).  You should contact your tenants well in advance to give them time to make arrangements so that access may be gained to the unit(s).  All applicable units must be inspected and receive a Certificate of Continued Occupancy (a Granted Approval on the Inspection Form) during the fiscal year.

CONSTRUCTION PERMIT FEES

§ 11-92. Construction permit fees. [Amended 5-18-1999 by Ord. No. 21-1999; 9-7-1999 by Ord. No. 33-1999; 12-18-2001 by Ord. No. 42-2001]

The fee for a construction permit shall be the sum of the basic construction fee plus all applicable special fees, and shall be paid before the permit is issued. Each fee shall be rounded up to the nearest dollar.

A. Plan review fee. The fee for plan review shall be 20% of the construction permit fee.
B. Training and certification fees. The Department of Community Affairs training and certification fees shall be $0.0016 per cubic foot of volume and $0.0008 per $1,000 for alterations.
C. Building subcode fees. The building subcode fees shall be computed as follows:
(1) Residential. The fee for new construction shall be $0.027 per cubic foot of volume for buildings and structures. The fee for new construction of a one-story garage or storage building will be $0.020 per cubic foot of volume.
(2) Nonresidential. The fee for new construction other than residential per cubic foot of volume shall be $0.027 for the first 50,000 and $0.020 from 50,001 to 1,000,000 and $0.013 from 1,000,001 to 5,000,000 and $0.006 from 5,000,001 and over.
(3) Manufactured home. In accordance with N.J.A.C. 5:23-18(c), there are no fees for the factory-built portion of the home. The fee shall be $75 per $1,000 estimated cost of site construction associated with the installation of the manufactured home.
(4) Farm structures. The fee for qualified farm structures shall be $0.010 per cubic foot of volume with a maximum fee of $950 per structure. The structure must be used exclusively for farm use and must be located on a qualified farm pursuant to the Farmland Assessment Act of 1964.
(5) For renovations, alterations and repairs: $75 for the first $1,000 of estimated costs and $20 per $1,000 or fraction thereafter.
(6) For installation of swimming pools: $75 for aboveground pools and $125 for in-ground pools.
(7) Removal of underground tanks: $50 for the first tank and $25 for additional tanks.
(8) Installation of tanks: $200 each.
D. Fees for certificates and other permits. The fees for certificates and other permits are computed as follows:
(1) Demolition of residential structures or accessory buildings: $125. All fees for other use groups are $200 for the first 20,000 square feet and $50 for each additional 20,000 square feet or part thereof.
(2) Sign permits: $1.00 per square foot with a minimum fee of $50 for signs over 25 square feet in area or over six feet high.
(3) Occupancy certificate for new construction: $75 for residential and $125 for all others.
(4) Relocate building or structure to new location: flat fee of $750. This section is applicable to structures exceeding 300 square feet.
(5) Reinstatement of permit: $50 applicable after one year of issuance date plus volume increase if applicable at time of reinstatement.
(6) Lead abatement fees: for permit, $140, and for clearance certificate, $28.
(7) Asbestos abatement fees: for permit, $70, and for clearance certificate, $14.
(8) Application for variation for all use group: $100.
E. Plumbing subcode fees. The plumbing subcode fees shall be computed as follows:
(1) Appliances and fixtures connected to the plumbing system:
(a) Water closet or urinal or bidet: $15.
(b) Bathtub: $15.
(c) Lavatory: $15.
(d) Shower: $15.
(e) Floor drain: $15.
(f) Sink: $15.
(g) Dishwasher: $15.
(h) Drinking fountain: $15.
(i) Washing machine: $15.
(j) Hose bib: $15.
(k) Water heater (up to 50 gallons): $15.
(l) Vent stack or back vent: $15.
(m) Adding gas appliance to existing system: $15.
(2) Special devices:
(a) Fuel oil piping: $60.
(b) New gas piping system: $60.
(c) Steam boiler: $60.
(d) Interceptor or separator: $60.
(e) Backflow preventer: $60.

(g) Water-cooled air conditioners: $60.

F. Electrical subcode fees. The electrical subcode fees shall be computed as follows:
(1) Fixtures or receptacles or switches (1-50): $75.
(a) Each additional 25 outlets (This includes detectors, light poles, motors of less than one horsepower, emergency and exit lights, communication points, alarm devices, fire alarm control panels and thermostats): $20.
(2) Other devices:
(a) Pool permit with underwater lights (in-ground pool): $60.
(b) Storable pool or spa or hot tub: $35.
(c) KW electric range or receptacle: $15.
(d) KW oven or surface unit: $15.
(e) KW electric water heater: $15.
(f) KW electric dryer or receptacle: $15.
(g) KW dishwasher: $15.
(h) HP garbage disposal: $15.
(i) KW central air-conditioning unit: $15.
(j) HP/KW space heater: $15.
(k) KW baseboard heater: $15.
(l) AMP subpanels, nonmain: $75.
(m) Temporary service pole: $50.
(3) Electrical devices or generators or transformers:
(a) 1kw-10kw: $15.
(b) Over 10kw-45kw: $60.
(c) Over 45kw-112.5kw: $115.
(d) Over 112.5kw: $175.
(4) Motors:
(a) 1hp-10hp: $15.
(b) Over 10hp-50hp: $60.
(c) Over 50hp-100hp: $115.
(d) Over 100 hp: $175.
(5) Motor control center or service panels or service entrance or subpanels:
(a) 2-200 amps: $75.
(b) 201-1,000 amps: $115.
(c) Over 1,000 amps: $175.
(6) Electrical annual inspection for public swimming pools, spas, and hot tubs located on any property other than one- or two-family residential properties: $100.
G. Elevator subcode fees. The elevator subcode fees shall be computed in accordance with N.J.A.C. 5:23-4.20 and 5:25-12.6. Third-party inspection agency is 51% of state fee plus 15% for administrative costs.
H. Fire subcode fees. The fire subcode fees shall be computed as follows:
(1) Sprinkler system fees:
(a) First 20 heads: $70.
(b) 21-100: $140.
(c) 101-200: $280.
(d) 201-400: $600.
(e) 401-1,000: $850.
(f) Over 1,000: $1,100.
(2) Standpipe system: $100 each.
(3) Fire pump: $100.
(4) Special suppression systems:
(a) Range hoods, commercial: $50.
(b) Smoke control system: $100.
(c) Large systems, carbon dioxide, chemical or halogen: $230.
(5) Fire alarms:
(a) First six devices: $60.
(b) Each additional 10 devices: $25.
(6) Exit signs and emergency lighting per floor: $25.
(7) Heat producing devices:
(a) Wood stoves, fireplaces and furnaces: $50.
I. Waiver of fees. The fees for certificates and other permits are hereby waived as follows:
(1) For the erection or alteration of public buildings pursuant to N.J.S.A. 52:27D-126c.
(2) For the construction or alteration of improvements designed to promote accessibility by disabled persons in residential homes pursuant to N.J.S.A. 52:27D-126e.
